This Dual audio is possible with mkv format, mkv means matroska, mkv format is a multimedia standard which can contain multiple number of audios, video and subtitles files in a single file format. in that you will get a basic movie language which movie was shot and an other language audio which is usually recoded or extracted from dubbed movie.

If you are using VLC
click on audio --> audio track ---> Language

If you are using inbuilt mobile app you can directly listen encoced language

If you are using MX Player
click on three dots --> Settings --> Decoder --> Custom codec ---> Preferred Code
